Appenzell Ausserrhoden: how this area actually works
Herisau is the seat of government. Teufen and the other municipalities are not the Innerrhoden capital. Courts and prisons, if local at all, follow Ausserrhoden’s authority. The government will not confirm a relative. German is the language. A folk-costume festival is not a visiting day. kkjpd.ch will not search.
If the papers name a partner establishment in St. Gallen, Thurgau or Zürich, go there. If they name Innerrhoden, you want the other half-canton and you should say so. Women’s placement may be outside either Appenzell. Do not invent a prison in the postcard village. Remand and sentence can be two addresses. The current one is the visit. Winter hill roads need daylight. Do not stack a Zürich morning meeting and an Appenzell afternoon unless the establishment is actually on the way, which you should assume it is not.
Hills look small and drive slow. Probation in Herisau is not a cell in St. Gallen. If the person has been moved, leave the hills. Recheck. Families lose the day in the wrong Appenzell and then miss the last train to the right canton. Herisau is the seat. The postcard village of Appenzell is the other half-canton. Taking the pretty branch line is the mistake. Take the Herisau line when the papers say Ausserrhoden, and the village line only when they say Innerrhoden.
Finding someone held in Appenzell Ausserrhoden
Confirm through the lawyer or the holding canton. Police will not read a list. Bring the date of birth and case number. Embassies need Ausserrhoden spelled in full. A news item from the region goes stale after a concordat move.
Write Herisau or the real town. Foreign visitors should practise the two names before they speak to a driver. If the person is in St. Gallen, use that page. If the person is in Zürich, use Pöschwies or the unit named. Ausserrhoden is correct only when the papers say so. St. Gallen is the neighbour that often holds people from these small cantons, and it is still a different authority until the letter names it. Do not arrive in Herisau to argue a St. Gallen placement.
Visits and family practicalities
Book with the holder. No hours are printed here. Check the live page. A timetable for “Appenzell” that does not say which half is not usable.
Bring a passport. Children need the holding establishment’s permission. Ask for an interpreter. Read the property rules. Village charm does not waive a phone ban. Eastern concordat cooperation is normal. A public list is not. Recheck the holding canton the week you land at Kloten, because a message that says only “Appenzell” is not yet a destination.
Getting around Appenzell Ausserrhoden
Herisau is on the rail network from St. Gallen and Zürich. The village of Appenzell is a different branch into Innerrhoden. Taking the picturesque train by mistake is the standard error. Use official directions in the correct town. Zurich Airport is the usual flight.
Add identification time. Stay in the holding town. If you are in the village square and the papers say Herisau, you are in the wrong half-canton. Correct it before the slot, not after the photograph. Teufen and the other hill municipalities are not the village and not the city of St. Gallen. Write the town.
