Telšiai County: how this area actually works
Hilly by Lithuanian standards, lakes, and the approach to the coast. The county is between Šiauliai’s plain and Klaipėda’s port. Klaipėda, Tauragė, Šiauliai, and Latvia at the northern edge near Mažeikiai. Telšių apskritis is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Telšiai County.
The Mažeikiai refinery is the industrial giant. Telšiai is administration and the bishopric. Tourism is modest. Samogitian dialect is a point of pride. Official forms are standard Lithuanian. Telšiai matters here because it is the county town on the lake and the Samogitian centre.
Put Mažeikiai in the plan for a concrete reason — the northern refinery city toward Latvia. Plungė matters here because it is the town on the road toward the coast. The administrative centre is Telšiai. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.
Finding someone held in Telšiai County
Telšiai courts serve the upland. Mažeikiai has the population weight of the refinery town. Placement is national. A person arrested in Mažeikiai may be in a coastal institution, in Šiauliai, or further. The refinery’s security is not a prison. Name-search sites that scrape court journalism are not the Lithuanian Prison Service (Kalėjimų tarnyba). They miss transfers and they invent certainty. Use the official channel.
A first arrest in Telšiai County can be followed by a transfer to another county if security category, sentence length, medical needs, or simple capacity require it.
