Dobrich: custody, visits, and how placement works

Dobrich Province is Dobrudzha, the agricultural north-east, with the coast at Balchik and Kavarna and a Romanian border. It is not Varna, though Varna’s airport is how many people arrive nearby. Treat Добрич as the name on the stamp and Dobrich as the English name of the same oblast. GDIN still decides the gate.

Dobrich: how this area actually works

Open farmland, a short Black Sea coast, and the edge of the plateau. The land is flat and windy. Varna, Shumen, and Silistra. Romania to the north. Добрич is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Dobrich.

In Dobrich, Balchik is the coast town with the palace, not a prison. Kavarna is easy to misread from a distance. Locally it is the northern coast town. The administrative centre is Dobrich. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.

Finding someone held in Dobrich

Dobrich courts serve the oblast. Balchik’s palace is not a courthouse. National GDIN placement. Varna, Sofia, or a local institution must be read off the paper, not assumed from the coast. Folding the province into Varna because the airport and the sea feel like one city. If you are travelling from abroad, assume the visit is not a same-day add-on to a flight. Approval, the journey from Dobrich, and the time spent at the gate rarely fit between a morning landing and an evening departure. Shabla is easy to misread from a distance. Locally it is the far-north coast, toward the border.

Getting around Dobrich

Roads from Varna are short. Roads from the Romanian border are a different day. Secondary. The road from Varna is the plan. Varna Airport is the practical field, in the next oblast.

Summer on the north coast and a hard winter wind inland. The interior road is still simple. Save the gate address in Bulgarian as well as English, and carry a paper copy. Rural approaches to institutions are often poorly labelled for visitors who only followed a motorway sign into Dobrich. Romania is the neighbour. ANP does not run Bulgarian prisons.
