Kardzhali: how this area actually works
Deep valleys, the Arda dams, and a Greek border in the hills. Roads follow the water. Haskovo, Plovdiv, and Smolyan. Greece south. Кърджали is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Kardzhali.
The reservoir town, mining history, and a tobacco landscape. Tourism is growing and still thin. Turkish is widely spoken. GDIN paperwork is Bulgarian state procedure. In Kardzhali, Kardzhali is the oblast town on the Arda.
Momchilgrad is easy to misread from a distance. Locally it is a town east of Kardzhali. In Kardzhali, Krumovgrad is a town further east toward the border hills. The administrative centre is Kardzhali. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.
Finding someone held in Kardzhali
Kardzhali courts serve the oblast. The dam road is not a jurisdictional map. Confirm the institution with GDIN. Do not assume a Greek facility across the hills, and do not assume Sofia without reading. There is no public roster you can query on gdin.bg. Placement is an administrative fact, released to the people entitled to it, not a webpage.
A first arrest in Kardzhali can be followed by a transfer to another oblast if security category, sentence length, medical needs, or simple capacity require it. GDIN assigns prisons nationally. Sofia Central is the capital institution; Bobov Dol in Kyustendil Province is the high-security name families hear next. An oblast of arrest is not a guarantee of the cell. Dzhebel is easy to misread from a distance. Locally it is a small town west of the city.

Visits and family practicalities

Rules on property, cash, clothing, and how many people may attend are set for each institution and change; copy them from the current official page rather than from a forum post about last year.
Treating the eastern Rhodope as a single Smolyan-or-Kardzhali blur. They are different oblasts. If you are travelling from abroad, assume the visit is not a same-day add-on to a flight. Approval, the journey from Kardzhali, and the time spent at the gate rarely fit between a morning landing and an evening departure. Getting around Kardzhali
Roads from Haskovo and from Plovdiv via the hills. They are slower than the map’s centimetres. Limited. Drive. Plovdiv or Sofia.
Summer heat in the gorges and winter ice on the high roads toward Smolyan. Save the gate address in Bulgarian as well as English, and carry a paper copy. Rural approaches to institutions are often poorly labelled for visitors who only followed a motorway sign into Kardzhali. Greece is the neighbour. Greek prisons are a different ministry.
