Zagreb County: how this area actually works
The Sava plain south of the city, vineyards at Zelina, and the Žumberak hills in the west. The airport sits on the plain. The City of Zagreb in the middle. Krapina-Zagorje, Karlovac, Sisak-Moslavina, and others on the outer edge. Zagrebačka županija is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Zagreb County.
The airport, logistics, and commuters. The county lives by the capital’s clock and is legally outside it. People say they are from Zagreb when they mean Velika Gorica. The prison system does not. In Zagreb County, Velika Gorica is the largest town and the airport town, in the county not the city.
Samobor is easy to misread from a distance. Locally it is the western hill town of weekend trips. In Zagreb County, Zaprešić is the north-western commuter town. The administrative centre is Zagreb. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.
Finding someone held in Zagreb County
County and municipal courts sit alongside the capital’s system. A hearing address must be read for the city or the county. Do not assume the kazneni zatvor in the City of Zagreb just because the county’s name contains Zagreb. Do not assume a local jail in Samobor. Ask which institution, and expect Lepoglava or another national zatvor as easily as the capital. There is no public roster you can query on the Ministry of Justice. Placement is an administrative fact, released to the people entitled to it, not a webpage.
A first arrest in Zagreb County can be followed by a transfer to another county if security category, sentence length, medical needs, or simple capacity require it. Croatia’s zatvorski sustav is national. Zagreb’s kazneni zatvor and Lepoglava in Varaždin County are different gates. A coastal arrest can still end inland. Jastrebarsko is easy to misread from a distance. Locally it is a wine town further west.
Keep the case number, the court, and any reference the lawyer used. When you contact the Croatian prison administration, those details do more work than a date of birth alone. Letters from the institution, even short ones, usually name the facility more reliably than a relative’s memory of the police station.
Visits and family practicalities

If your booking name and your passport diverge — a missing middle name, a transliteration — fix it before you travel to Zagreb. If you are travelling from abroad, assume the visit is not a same-day add-on to a flight. Every motorway out of Zagreb crosses this county first. The airport exit is the one people take by mistake. Commuter rail reaches Zaprešić and Velika Gorica. It does not reach a prison door by itself. The international airport is in this county. That is a transport fact and a legal trap.
Commuter peaks and fog on the Sava. The ring road is the delay. Save the gate address in Croatian as well as English, and carry a paper copy. Rural approaches to institutions are often poorly labelled for visitors who only followed a motorway sign into Zagreb.
