Kurzeme Planning Region: how this area actually works
A straight Baltic coast, the Irbe strait toward the Ventspils side, and forested inland districts. Distances from Riga are the whole practical problem. Riga and Zemgale planning regions lie east. The sea is west. Lithuania is south. Kurzemes plānošanas reģions is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Kurzeme Planning Region.
The ports, some industry in Liepāja, and a thin inland economy. Tourism is seasonal and coastal. The region’s identity is strong and irrelevant to which cietums IEVP has chosen. Liepāja is easy to misread from a distance. Locally it is the largest city of Kurzeme and the local prison town.
In Kurzeme Planning Region, Ventspils is the northern port, a city in its own right. Kuldīga is easy to misread from a distance. Locally it is the UNESCO river town inland, not a gate. The administrative centre is Liepāja. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.
Finding someone held in Kurzeme Planning Region
Courts in Liepāja and Ventspils serve the west. A hearing is not a visiting slot. Liepāja’s prison is the western institution families ask about. People are also moved to Riga-region prisons or elsewhere when IEVP classifies them. Ventspils is a port city, not automatically a second gate. The Latvian Prison Administration (IEVP) does not publish a searchable inmate index. Guessing from news headlines or a shared surname will send you to the wrong gate.
A first arrest in Kurzeme Planning Region can be followed by a transfer to another region if security category, sentence length, medical needs, or simple capacity require it. Planning regions are not prison districts. IEVP places people in named cietumi, and a Riga arrest can move to Olaine or further without asking the planning region. In Kurzeme Planning Region, Saldus is an inland town on the road from Riga.
Keep the case number, the court, and any reference the lawyer used. When you contact the Latvian Prison Administration (IEVP), those details do more work than a date of birth alone. Letters from the institution, even short ones, usually name the facility more reliably than a relative’s memory of the police station.
Visits and family practicalities
Apmeklējumi follow IEVP for the named cietums. A Riga approval will not be honoured in Liepāja. The desk compares your document to the approved list letter by letter. If your booking name and your passport diverge — a missing middle name, a transliteration — fix it before you travel to Liepāja. Rules on property, cash, clothing, and how many people may attend are set for each institution and change; copy them from the current official page rather than from a forum post about last year.
Assuming the person was taken to Riga because Kurzeme looks empty on the map. Sometimes that is true and sometimes Liepāja is exactly where they are. The paper decides. If you are travelling from abroad, assume the visit is not a same-day add-on to a flight. Approval, the journey from Liepāja, and the time spent at the gate rarely fit between a morning landing and an evening departure. Talsi is easy to misread from a distance. Locally it is a hill town between the coast and the interior.
Getting around Kurzeme Planning Region
The A10 and A9 from Riga are long two-lane or improved roads, not a short suburban hop. Winter adds time. Rail to Liepāja and Ventspils exists and is not fast. A car is the usual family choice. Riga Airport, then a long drive. Palanga in Lithuania is sometimes used for Liepāja and is a different country.
Baltic storms and short winter days. A late slot in Liepāja is a dawn departure from Riga. Save the gate address in Latvian as well as English, and carry a paper copy. Rural approaches to institutions are often poorly labelled for visitors who only followed a motorway sign into Liepāja. Lithuania is the southern neighbour. Lithuanian Kalėjimų tarnyba is not IEVP.
