Latgale Planning Region: how this area actually works
Lake country, the Daugava upstream, and small towns between Daugavpils and Rēzekne. It is the farthest planning region from the capital. Vidzeme and Zemgale lie west. Russia, Belarus, and Lithuania are the external borders. Latgales plānošanas reģions is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Latgale Planning Region.
Daugavpils and Rēzekne are the two cities. The rest is rural, with border trade that changes with politics and does not change prison law. Russian and Latgalian are part of everyday speech. IEVP procedures are the Latvian state’s. In Latgale Planning Region, Daugavpils is the largest city of Latgale and the local IEVP centre.
Rēzekne is easy to misread from a distance. Locally it is the second city, on the road toward Russia. In Latgale Planning Region, Krāslava is a Daugava town south of Daugavpils. The administrative centre is Daugavpils. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.
Finding someone held in Latgale Planning Region
Daugavpils courts are the main eastern courts. Rēzekne is the second centre, hours apart in winter. Daugavpils has an IEVP prison. Transfers to Jelgava, Olaine, or Riga happen and are not announced by the planning region. Do not look for a Russian or Belarusian facility to hold a Latvian prisoner. If a website offers a “full inmate list” for this area, it is not the prison service. Latvia does not run custody like a US county jail blotter.
A first arrest in Latgale Planning Region can be followed by a transfer to another region if security category, sentence length, medical needs, or simple capacity require it. Planning regions are not prison districts. IEVP places people in named cietumi, and a Riga arrest can move to Olaine or further without asking the planning region. Ludza is easy to misread from a distance. Locally it is a small eastern town, not a prison brand.
Keep the case number, the court, and any reference the lawyer used. When you contact the Latvian Prison Administration (IEVP), those details do more work than a date of birth alone. Letters from the institution, even short ones, usually name the facility more reliably than a relative’s memory of the police station.
Visits and family practicalities
Apmeklējumi are approved by the institution. Border-town advice is not approval. Children do not bypass identification rules. Check the age and accompaniment conditions on the official page for the specific institution, because they are not uniform across Latgale Planning Region. Rules on property, cash, clothing, and how many people may attend are set for each institution and change; copy them from the current official page rather than from a forum post about last year.
Going to Rēzekne because it was the town named in a phone call, when the cietums is in Daugavpils, or the reverse. If you are travelling from abroad, assume the visit is not a same-day add-on to a flight. Approval, the journey from Daugavpils, and the time spent at the gate rarely fit between a morning landing and an evening departure. In Latgale Planning Region, Preiļi is an inland town between the two cities.
Getting around Latgale Planning Region
The A6 from Riga along the Daugava is the long approach. It is a half-day, not an errand. Daugavpils is a rail city. International trains are not a visiting service. Riga is the reliable airport. Vilnius is sometimes closer on a map for the south and still leaves a long road.
Eastern winters are harder and darker. Do not book the last bus back. Save the gate address in Latvian as well as English, and carry a paper copy. Rural approaches to institutions are often poorly labelled for visitors who only followed a motorway sign into Daugavpils. Russia, Belarus, and Lithuania border Latgale. Only IEVP answers for a person held under Latvian law.
