Vidzeme Planning Region: how this area actually works
Forest, the Gauja National Park, and a long border with Estonia. Towns are modest. Roads are the practical geography. Riga region to the south-west, Latgale east, Estonia north. Vidzemes plānošanas reģions is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Vidzeme Planning Region.
Valmiera’s industry, tourism in Cēsis and Sigulda’s orbit, and timber. There is no metropolis. Estonian crossings are ordinary at Valka. Estonian Vanglateenistus is not IEVP. In Vidzeme Planning Region, Valmiera is the usual centre of Vidzeme and the local prison town.
Cēsis is easy to misread from a distance. Locally it is the Gauja town visitors already know, a court town rather than a default gate. In Vidzeme Planning Region, Sigulda is the cliff town often counted culturally as Vidzeme and administratively on the Riga edge. The administrative centre is Valmiera. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.

Valmiera and Cēsis are the centres people can actually reach. Court papers still may name a prison in another planning region. Valmiera’s prison is the Vidzeme institution families ask for. Letters from the institution, even short ones, usually name the facility more reliably than a relative’s memory of the police station.
Visits and family practicalities
Apmeklējumi are per cietums. A Cēsis old-town booking is only sensible if the gate is in Cēsis, which you should not assume. Children do not bypass identification rules. Check the age and accompaniment conditions on the official page for the specific institution, because they are not uniform across Vidzeme Planning Region. Rules on property, cash, clothing, and how many people may attend are set for each institution and change; copy them from the current official page rather than from a forum post about last year.
Folding Vidzeme into Riga because the day trip from the capital is famous. The planning region is much larger than the postcard. If you are travelling from abroad, assume the visit is not a same-day add-on to a flight. Approval, the journey from Valmiera, and the time spent at the gate rarely fit between a morning landing and an evening departure. Rural approaches to institutions are often poorly labelled for visitors who only followed a motorway sign into Valmiera. Estonia is the northern neighbour. Valka and Valga are twin towns and not a shared prison.
