Hiiu County: how this area actually works
A low, wooded island, lighthouses, and a quiet interior. The sea is the county line. The mainland ferry is at Rohuküla in Lääne County. Saaremaa lies south across the water. Hiiumaa is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Hiiu County.
Small services, tourism, and island life. There is no city. Island time is real and incompatible with a mainland visiting slot if you miss the ferry. Kärdla is easy to misread from a distance. Locally it is the island town and county centre.
In Hiiu County, Käina is the southern parish centre. Emmaste is easy to misread from a distance. Locally it is a southern village toward the lighthouses. The administrative centre is Kärdla. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.
Finding someone held in Hiiu County
Cases leave the island for the national system quickly. Tallinn, Tartu, or Viru. An arrest recorded in Kärdla is the start of a mainland placement. Confirm which vangla before you book the cottage. Name-search sites that scrape court journalism are not the Estonian Prison Service (Vanglateenistus). They miss transfers and they invent certainty. Use the official channel.
A first arrest in Hiiu County can be followed by a transfer to another county if security category, sentence length, medical needs, or simple capacity require it. Estonia runs three prisons: Tallinn in Harju County, Tartu in Tartu County, and Viru at Jõhvi in Ida-Viru County. Every other maakond is a place of arrest, not a place of long custody. Patarei in Tallinn is a closed historic site, not the working prison. In Hiiu County, Rohuküla is the mainland ferry port, in Lääne County, not on Hiiumaa.

Rules on property, cash, clothing, and how many people may attend are set for each institution and change; copy them from the current official page rather than from a forum post about last year.
Waiting in Kärdla for a local prison that does not exist. If you are travelling from abroad, assume the visit is not a same-day add-on to a flight. Approval, the journey from Kärdla, and the time spent at the gate rarely fit between a morning landing and an evening departure. Kõpu is easy to misread from a distance. Locally it is the western lighthouse peninsula.
Getting around Hiiu County
Island roads are short. The ferry queue at Rohuküla is the real road. None on the island. Rail starts again on the mainland, far from the harbour. Tallinn Airport, then the west road to the ferry — or the reverse if you already came from the island.
Winter storms cancel ferries. A visit on the mainland cannot be reached from Hiiumaa on a closed-sea day. Save the gate address in Estonian as well as English, and carry a paper copy. Rural approaches to institutions are often poorly labelled for visitors who only followed a motorway sign into Kärdla.
