Lääne County: custody, visits, and how placement works

Lääne County is the west-coast county of Haapsalu, the resort and the bishop’s castle, and the ferry port of Rohuküla for Hiiumaa. The spa coast does not hold prisoners. The Estonian Prison Service (Vanglateenistus) runs closed institutions for Estonia. Start at vangla.ee. It will not offer a name search.

Lääne County: how this area actually works

Shallow coast, islands and causeways, and the Matsalu wetlands. Haapsalu is a wooden-town waterfront. Harju, Rapla, and Pärnu. Hiiumaa is the ferry. Läänemaa is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Lääne County.

Tourism, small services, and the ferry. Haapsalu fills in summer and is quiet otherwise. A resort town invites a relaxed plan. Visiting rules are not relaxed. Haapsalu is the resort county town.

People heading for Haapsalu still need Rohuküla on the list: the ferry port for Hiiumaa. Lihula is an inland town toward Matsalu. The administrative centre is Haapsalu. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.

Finding someone held in Lääne County

Cases move into the national system centred on the three prisons. Tallinn is the nearest vangla and not a certainty. Tartu and Viru remain possible. Haapsalu castle is not a wing of any of them. The Estonian Prison Service (Vanglateenistus) does not publish a searchable inmate index. Guessing from news headlines or a shared surname will send you to the wrong gate.

A first arrest in Lääne County can be followed by a transfer to another county if security category, sentence length, medical needs, or simple capacity require it. Estonia runs three prisons: Tallinn in Harju County, Tartu in Tartu County, and Viru at Jõhvi in Ida-Viru County. Every other maakond is a place of arrest, not a place of long custody. Patarei in Tallinn is a closed historic site, not the working prison. People heading for Haapsalu still need Taebla on the list: a small town on the Tallinn road.

Keep the case number, the court, and any reference the lawyer used. When you contact the Estonian Prison Service (Vanglateenistus), those details do more work than a date of birth alone. Letters from the institution, even short ones, usually name the facility more reliably than a relative’s memory of the police station.

Visits and family practicalities

Book külastus on the mainland prison, then decide if Haapsalu is even the right night’s sleep. Often Tallinn is. The desk compares your document to the approved list letter by letter. If your booking name and your passport diverge — a missing middle name, a transliteration — fix it before you travel to Haapsalu. Rules on property, cash, clothing, and how many people may attend are set for each institution and change; copy them from the current official page rather than from a forum post about last year.

Combining a Haapsalu spa booking with an unconfirmed visit, then missing both the ferry clock and the prison clock. If you are travelling from abroad, assume the visit is not a same-day add-on to a flight. Approval, the journey from Haapsalu, and the time spent at the gate rarely fit between a morning landing and an evening departure. Palivere is a village junction, not an institution.

Getting around Lääne County

The road from Tallinn is direct and can be slow behind coast traffic in summer. Rohuküla is a spur, not the prison road. The old Haapsalu railway is not your visiting service. Buses from Tallinn are the public link. Tallinn Airport, then west.

Summer coast traffic and winter side-road ice. The main Tallinn road is the dependable one. Save the gate address in Estonian as well as English, and carry a paper copy. Rural approaches to institutions are often poorly labelled for visitors who only followed a motorway sign into Haapsalu.

Questions families actually ask

Does an arrest in Lääne County mean the person stays in Haapsalu?
No. Tallinn is the nearest vangla and not a certainty. Tartu and Viru remain possible. Haapsalu castle is not a wing of any of them. Confirm the institution with the Estonian Prison Service (Vanglateenistus) before you travel.
Is there a public inmate list for Lääne County?
the Estonian Prison Service (Vanglateenistus) does not offer a public name search for Lääne County or for Estonia as a whole. Use the official contact route on vangla.ee, a lawyer, or the court papers you already hold.
What should I book first, the flight or the visit?
Same-day visits are a common failure, especially if you land and still need to reach a gate outside Haapsalu. Get approval first, then fix the journey.
