Saare County: how this area actually works
A large island of windmills, a meteorite crater at Kaali, and a long coast. Muhu is the island you cross first. The mainland ferry is in Pärnu County’s neighbour geography, at Virtsu. Hiiumaa is the other island county. Saaremaa is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Saare County.
Tourism, small industry in Kuressaare, and island services. Summer ferries are a queue. Saaremaa is a national symbol. It is not a prison jurisdiction of its own. In Saare County, Kuressaare is the island capital inside the castle town.
Muhu is easy to misread from a distance. Locally it is the island on the ferry approach. In Saare County, Orissaare is a town on the eastern side of Saaremaa. The administrative centre is Kuressaare. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.
Finding someone held in Saare County
Serious custody leaves the island. The castle is a museum and a venue, not a vangla. Tallinn, Tartu, or Viru. A Kuressaare arrest ends in one of those three. Confirm before you reserve a manor house. If a website offers a “full inmate list” for this area, it is not the prison service. Estonia does not run custody like a US county jail blotter.
A first arrest in Saare County can be followed by a transfer to another county if security category, sentence length, medical needs, or simple capacity require it. Estonia runs three prisons: Tallinn in Harju County, Tartu in Tartu County, and Viru at Jõhvi in Ida-Viru County. Every other maakond is a place of arrest, not a place of long custody. Patarei in Tallinn is a closed historic site, not the working prison. Virtsu is easy to misread from a distance. Locally it is the mainland ferry port, not in this county.
Keep the case number, the court, and any reference the lawyer used. When you contact the Estonian Prison Service (Vanglateenistus), those details do more work than a date of birth alone. Letters from the institution, even short ones, usually name the facility more reliably than a relative’s memory of the police station.
Visits and family practicalities
The visit is on the mainland. The ferry timetable is the constraint in front of the prison timetable. The desk compares your document to the approved list letter by letter. If your booking name and your passport diverge — a missing middle name, a transliteration — fix it before you travel to Kuressaare. Rules on property, cash, clothing, and how many people may attend are set for each institution and change; copy them from the current official page rather than from a forum post about last year.
Asking at Kuressaare castle, or waiting on the island, for a prisoner who is already in Tartu or Tallinn. If you are travelling from abroad, assume the visit is not a same-day add-on to a flight. Approval, the journey from Kuressaare, and the time spent at the gate rarely fit between a morning landing and an evening departure. In Saare County, Kaali is the crater village, a sight and not a gate.
Getting around Saare County
Island roads are adequate. The ferry at Virtsu and the drive onward are the journey. None on the island. A small air link exists and is not the standard visiting plan. Tallinn Airport plus the road and ferry is the robust version.
Summer queues and winter storms. If the ferry stops, the mainland prison does not reschedule for you. Save the gate address in Estonian as well as English, and carry a paper copy. Rural approaches to institutions are often poorly labelled for visitors who only followed a motorway sign into Kuressaare.
