Lääne-Viru County: how this area actually works
The northern coast at Kunda, inland farmland, and the approach to Lahemaa National Park. Rakvere sits inland of that coast. Harju, Järva, Jõgeva, and Ida-Viru. Lääne-Virumaa is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Lääne-Viru County.
Rakvere’s food industry, the port at Kunda, and tourism at the castle and in Lahemaa. Commuting to Tallinn is normal. The shared word Viru causes the whole mistake. Lääne means western. The prison called Viru is in the eastern county. People heading for Rakvere still need Rakvere on the list: the county town with the castle, not Viru prison.
Kunda is the small cement port on the coast. People heading for Rakvere still need Tapa on the list: a rail town south of Rakvere. The administrative centre is Rakvere. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.
Finding someone held in Lääne-Viru County
Rakvere courts serve the county. They do not operate Jõhvi’s prison. People may be held at Viru in the next county, or in Tallinn, or in Tartu. The county name is a clue that confuses more than it helps. Read the institution. If a website offers a “full inmate list” for this area, it is not the prison service. Estonia does not run custody like a US county jail blotter.
A first arrest in Lääne-Viru County can be followed by a transfer to another county if security category, sentence length, medical needs, or simple capacity require it. Estonia runs three prisons: Tallinn in Harju County, Tartu in Tartu County, and Viru at Jõhvi in Ida-Viru County. Every other maakond is a place of arrest, not a place of long custody. Patarei in Tallinn is a closed historic site, not the working prison. Väike-Maarja is an inland parish centre.
Keep the case number, the court, and any reference the lawyer used. When you contact the Estonian Prison Service (Vanglateenistus), those details do more work than a date of birth alone. Letters from the institution, even short ones, usually name the facility more reliably than a relative’s memory of the police station.
Visits and family practicalities
If the paper says Viru, go to Jõhvi. If it says Tallinn, go to Harju. Rakvere castle is neither. The desk compares your document to the approved list letter by letter. If your booking name and your passport diverge — a missing middle name, a transliteration — fix it before you travel to Rakvere. Rules on property, cash, clothing, and how many people may attend are set for each institution and change; copy them from the current official page rather than from a forum post about last year.
Stopping in Rakvere because the family said Viru. Ask which Viru. If you are travelling from abroad, assume the visit is not a same-day add-on to a flight. Approval, the journey from Rakvere, and the time spent at the gate rarely fit between a morning landing and an evening departure. People heading for Rakvere still need Lahemaa on the list: the national park on the coast, not a custody site.
Getting around Lääne-Viru County

Rural approaches to institutions are often poorly labelled for visitors who only followed a motorway sign into Rakvere.
