Pärnu County: how this area actually works
A long sandy coast, the Pärnu river, bogs, and the Soomaa wetlands. The county is one of the largest. Lääne, Rapla, Järva, Viljandi, and Latvia. Pärnumaa is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Pärnu County.
Summer tourism, the port, and a quiet winter. Hotels are priced for July, not for a February visit to Tartu. Resort English is good in season. It does not place a prisoner. People heading for Pärnu still need Pärnu on the list: the resort county town on the gulf.

There is no public roster you can query on vangla.ee. Placement is an administrative fact, released to the people entitled to it, not a webpage.
A first arrest in Pärnu County can be followed by a transfer to another county if security category, sentence length, medical needs, or simple capacity require it. Estonia runs three prisons: Tallinn in Harju County, Tartu in Tartu County, and Viru at Jõhvi in Ida-Viru County. Every other maakond is a place of arrest, not a place of long custody.
