Akershus county: Ila, Ullersmo and Gardermoen visits

Akershus surrounds Oslo and, since the 2024 undo of the short-lived Viken merger, is again its own fylke, with Lillestrøm as the county centre. It runs from Eidsvoll and Ullensaker, where Gardermoen sits, through Lørenskog and Ski country down to the Oslofjord towns, and west into Bærum. Kriminalomsorgen holds prisoners. The county council does not. Ila fengsel in Bærum and Ullersmo in Ullensaker are the names families of this region actually need, and neither is a public list of people.

Akershus: how this area actually works

Viken’s four-year life still confuses paperwork. A relative may say “Viken” because an old article did. The 2024 map says Akershus, Buskerud or Østfold, three different visits. Courts for this ring of municipalities feed Borgarting lagmannsrett in Oslo for appeals. Lillestrøm is an administrative town and a rail hub, not a synonym for Ila. Bærum is not Lillestrøm. Ullensaker is not Bærum. The airport’s presence in the fylke makes people feel they have arrived when they have only landed.

Ila fengsel og forvaringsanstalt, in Bærum, is high security, including forvaring cases, which are a different legal regime from an ordinary sentence. Ullersmo, associated with Ullensaker, is another Kriminalomsorgen prison in this county and not a wing of Ila. Oslo fengsel is in the neighbouring county of Oslo. A Gardermoen taxi given “the prison by the airport” may guess Ullersmo and be wrong, or guess Ila and be hours off in the other direction. The establishment name is the only instruction.

People whose cases began in Oslo are placed at Ila or Ullersmo without ever having lived in Akershus. The reverse is also true: an Akershus case can move to Halden or to a lower-security unit far away. Forvaring in particular is not something you track by county loyalty. Probation in the community is not a visiting room at Ila. If the status has changed, rewrite the trip. If a transfer is dated, do not build a week around Lillestrøm hotels.

Finding someone held in Akershus

There is no Akershus inmate index and no Ila index. Kriminalomsorgen explains the family route on kriminalomsorgen.no. Lawyers can usually say whether someone is at Ila, Ullersmo, Oslo fengsel, or elsewhere. Police in Lillestrøm or Sandvika will not bypass that. Bring identity details and the case number. Embassies orient foreign families. They do not get a daily movement note between Bærum and Ullensaker. Old Viken headlines are not current placements.

Ask three questions: which establishment, whether forvaring is involved, and whether the person is still in this fylke. Foreign relatives should not book an Oslo city flat until those answers exist. Ila’s visit regime is stricter than a local fengsel’s. Treating them as the same courtesy because both are “near Oslo” is the mistake that empties the day. Get the spelling Ila, not a guess at an English nickname.

Visits and family practicalities

Visits are approved individually. High security and forvaring mean you should expect a slower clearance than a film about Norwegian prisons suggested. Book only as the establishment describes on kriminalomsorgen.no. This guide stores no hours. A blog schedule for “prisons near Oslo” that does not name Ila or Ullersmo is safe to ignore, and one that does name them can still be out of date.

Bring the passport you were told to bring. Children are admitted only under that prison’s rule, often with another guardian’s consent arranged ahead. Norwegian is the working language. Request an interpreter rather than relying on airport English. Property rules at Ila are not a suggestion. Read the current sheet for the establishment on the approval. Ullersmo’s sheet, if that is the gate, is a different document. Pack after reading, not before.

Getting around Akershus

Gardermoen is in this county, in Ullensaker, with the airport express to Oslo S and local trains toward Lillestrøm and Eidsvoll. That does not put Ila at the terminal. Ila is a Bærum journey, commonly approached via Sandvika or Lysaker on the western side of Oslo. Ullersmo is the airport side of the county and still not the terminal door. Use Kriminalomsorgen’s directions. A pin dropped on Lillestrøm city hall misses both prisons.

Winter roads north toward Eidsvoll and Friday traffic through the Oslo ring both eat slack. An afternoon landing and a same-day Ila visit is possible only when the visit was already approved and the last mile was priced and timed. It often is not. Stay on the correct side of the city: Bærum for Ila, the Ullensaker side for Ullersmo. Add identification time. If the person is at Halden, leave Akershus and read the Østfold page instead of forcing a Gardermoen base.

Is Gardermoen in Oslo?
No. The airport is in Ullensaker, in Akershus. Landing there does not place you at Oslo fengsel or at Ila. Ila is in Bærum, on the other side of the capital. Check the establishment, then choose the train.
What is the difference between Ila and Ullersmo?
Both are in Akershus and both are Kriminalomsorgen. Ila, in Bærum, is high security and forvaring. Ullersmo is a different prison in the Ullensaker area. The letter names one. They are not a combined visit.
Did Viken replace Akershus?
Viken existed for a few years and was dissolved in 2024. Akershus, Buskerud and Østfold are separate counties again. Use the current fylke and, more importantly, the establishment name.
