Telemark county: Skien, Porsgrunn and custody visits

Telemark is its own fylke again from 2024, seated in Skien, with Porsgrunn sharing the Grenland towns and Notodden, Rjukan and the inland valleys running toward the mountains. Visitors fold it into Vestfold because they were one county for a few years. They are not one county now, and they are not one prison. Kriminalomsorgen holds people under national rules and does not publish names. A Skien case can be served far from Grenland once classification is finished.

Telemark: how this area actually works

Skien and Porsgrunn function as a pair and still have different stations and different errands. Notodden is inland. Rjukan is a valley trip, famous for other reasons, and a poor guess at a prison address. Agder lagmannsrett sits in Skien, so this town draws appeals from a wider southern docket, including Vestfold. An appeal in Skien does not mean the detained person is in Skien. The county council cannot confirm custody. The industrial park cannot either.

Do not construct “the Telemark prison” from a search pin. The letter names a fengsel. That may be a local unit, or Oslo fengsel, or a prison in Agder, Vestfold or Østfold, including Halden if that is what classification produced. Bastøy, in Vestfold, is the island people expect every southern low-security story to become. It is not automatic. If the papers do not say Bastøy, do not go to Horten. If they do not say Halden, do not drive to the Swedish border.

Grenland traffic makes Skien and Porsgrunn feel like one city until a slot is involved. Inland Telemark in winter is a different fylke in practice. Probation in Skien is not a visiting room. If the person is under community supervision, stop looking for a gate in the industrial estate. If a transfer to another county is dated, a hotel between Skien and Porsgrunn is the wrong compromise. Recheck before you take the mountain road toward Rjukan for sentimental reasons.

Finding someone held in Telemark

Use kriminalomsorgen.no, the lawyer, or an approved contact. Police in Skien will not choose between a local unit and Halden for you. Bring the date of birth and case number. Embassies explain the Norwegian system to foreign families and are not told every movement out of Grenland. An article that still says “Vestfold og Telemark” is using a dissolved name. It is not a current address.

Write the establishment, then the town. Foreign visitors should ask whether the appeal court in Skien and the prison are the same trip this week. Often they are not. If the person is at Bastøy, switch to Vestfold and the island instructions. If the person is at Halden, switch to Østfold. Telemark is a real county with real distances. It is not a waiting room for the prison you have already decided on.

Visits and family practicalities

Book besøk only for the named establishment, the way Kriminalomsorgen explains. Approval is personal. A hearing at the lagmannsrett does not create a same-day right to visit. This page has no hours. Any timetable headed with the old merged county name is doubly unsafe: the merger is gone, and unofficial hours were never safe.

Bring a passport if you are foreign. Children need the establishment’s permission and any guardian consent requested. Norwegian is the working language. Ask for an interpreter ahead of the day. Read the property rules for that fengsel. Do not pack from a generic “Norwegian prison” list, and do not pack for Bastøy if you are not going to Bastøy. Phones are a common refusal at the door.

Getting around Telemark

The Vestfold line and roads from Oslo reach Skien and Porsgrunn through the Grenland area. Torp, in Vestfold, is the nearby international airport and still another county. Notodden and Rjukan are inland journeys that need a car or a careful bus, not a hope attached to a Skien train. Use Kriminalomsorgen’s directions. A pin on Skien’s church, or on the appeal court, will not be accepted as the prison entrance.

Industrial traffic in Grenland and winter weather inland both break tight connections between an appeal and a visit. Stay in the establishment’s town. Add identification time. If you flew to Torp, budget the county line you still have to cross. If the person is not in Telemark, do not force every journey through Skien because the court of appeal is there. Courts and prisons share a system of law. They do not share a driveway.

Is the court of appeal in Skien the prison?
No. Agder lagmannsrett sits in Skien and hears appeals from a wider area. The detained person may be in a fengsel in another town or another fylke. Read the custody papers separately from the hearing notice.
Are Telemark and Vestfold still one county?
No. The merger ended in 2024. Skien is Telemark. Tønsberg is Vestfold. Bastøy is in Vestfold. Do not plan them as one visit unless the letter somehow requires both, which would be two appointments, not one.
Is there a Telemark inmate list?
No. Kriminalomsorgen does not publish names. Use the official family route or a lawyer.
