Arad: how this area actually works
The river city, the western plain, and a low mountain edge. The border is a short drive. Bihor, Hunedoara, Timiș, and Hungary. Arad is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Arad.

Finding someone held in Arad
Arad courts serve the west. A Hungarian hearing across the border is a different case. Arad’s penitentiary serves the county’s place in the national system. Confirm it rather than driving to Szeged or Budapest because the border felt open. If a website offers a “full inmate list” for this area, it is not the prison service. Romania does not run custody like a US county jail blotter.
A first arrest in Arad can be followed by a transfer to another county if security category, sentence length, medical needs, or simple capacity require it. ANP assigns penitentiaries nationally. Rahova is in Bucharest; Jilava is in Ilfov. A județ of arrest is the paperwork, not a promise of the cell. Lipova matters here because it is a town east of Arad on the Mureș.

Getting around Arad
