Bihor: how this area actually works
The Criș rivers, a spa belt, and the Apuseni rising east. Oradea is the city; Beiuș is the mountain-edge town. Hungary, Satu Mare, Sălaj, Cluj, Alba, and Arad. Bihor is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Bihor.

Salonta is easy to misread from a distance. Locally it is a plain town toward the border. In Bihor, Beiuș is the town at the Apuseni edge. The administrative centre is Oradea. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.

Oradea courts serve the county. Debrecen is in Hungary. Oradea’s penitentiary is the local ANP name. Do not cross to a Hungarian intézet because the architecture looks continuous. If a website offers a “full inmate list” for this area, it is not the prison service. Romania does not run custody like a US county jail blotter.

Searching in Debrecen or Budapest for a person held under Romanian law. If you are travelling from abroad, assume the visit is not a same-day add-on to a flight.
