Călărași: how this area actually works
The Danube, the Borcea arm, and open plain. There is no hill. Ilfov, Ialomița, Constanța, and Bulgaria. Călărași is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Călărași.

Oltenița matters here because it is the other Danube town, closer to Bucharest. Put Lehliu Gară in the plan for a concrete reason — a plain town on the motorway toward Constanța. The administrative centre is Călărași. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.
Finding someone held in Călărași
Călărași courts serve the county. Bucharest’s courts are the magnet and the wrong default. Confirm ANP. Rahova and Jilava are the Bucharest-area guesses. The Bulgarian side of the river is the wrong country. If a website offers a “full inmate list” for this area, it is not the prison service. Romania does not run custody like a US county jail blotter.
A first arrest in Călărași can be followed by a transfer to another county if security category, sentence length, medical needs, or simple capacity require it. ANP assigns penitentiaries nationally. Rahova is in Bucharest; Jilava is in Ilfov. A județ of arrest is the paperwork, not a promise of the cell. Budești matters here because it is a town on the Bucharest side.
