Vestfold county: Tønsberg, Bastøy and family visits

Vestfold is the western Oslofjord county, restored in 2024 when it split again from Telemark. Tønsberg is the centre. Sandefjord, Larvik and Horten are the other coastal towns. Bastøy fengsel, on the island of Bastøy, is the establishment foreigners think they know from articles about low-security island life. Articles are not a roster, and an island regime is not Halden’s high-security regime. Kriminalomsorgen decides placement and does not publish names.

Vestfold: how this area actually works

Tønsberg is one of Norway’s oldest towns and the county seat, which makes people ask the museum and the municipality about prisoners. Neither knows. Sandefjord’s Torp airport brings international flights into a fylke visitors then treat as Oslo. Horten faces the other side of the fjord. Larvik is further south. Appeals go to Agder lagmannsrett in Skien, not to a prison boat. Check the hearing notice. The ferry to Bastøy, if that is even the placement, is not a sightseeing departure.

Bastøy is a low-security fengsel. It is not where high-security or forvaring prisoners are sent, and it is not a drop-in because the journalism looked gentle. Many people whose cases touched Vestfold are held at ordinary closed prisons elsewhere, including units closer to Oslo, or at Halden, or at Ila, depending on classification. If the letter does not say Bastøy, do not go to the island. If it does, do not go to Halden because that is the prison you can picture.

The 2024 split means Telemark, seated in Skien, is no longer something you can fold into a Vestfold day. A Skien hearing and a Vestfold visit are two plans. Probation in Tønsberg is not a cell on Bastøy. If the person has been moved off the island to a closed unit, the gentle article you read is out of date for that person. Recheck the week you fly to Torp. Island logistics punish last-minute changes more than a city prison does.

Finding someone held in Vestfold

Confirm the establishment on kriminalomsorgen.no, with the lawyer, or with an approved contact. Tønsberg police will not tell you whether someone is on Bastøy. Bring the date of birth and case number. Embassies can explain Norwegian custody to foreign families who landed at Torp thinking it was Oslo. They cannot put you on the prison boat. A documentary credit is not a visiting order.

Write Bastøy or the actual establishment, and write the fylke. Foreign visitors should ask how the island is reached and whether visits use that route, and they should ask the establishment, not a tour operator. If the person is at Ila or Oslo fengsel, cancel the Vestfold plan. If the person is in Telemark’s establishments, read that county instead. Low security is still security. It is not a public pier.

Visits and family practicalities

Even a low-security prison approves visitors. Book the way Kriminalomsorgen describes for that establishment. Do not arrive with a picnic because an article described outdoor life. This page lists no hours. Island crossings and visit slots have to be aligned by you, using official information, not by guessing that the boat runs whenever the mood is good.

Bring a passport if asked. Children’s visits follow the establishment’s rule, including consent from another guardian where required. Norwegian is the working language. Interpreter requests belong in advance. Property rules still exist on an island. Read the sheet. A phone you meant to keep for the boat timetable may be exactly the object you cannot carry in. Settle that before you are on the water with no way back that matches the slot.

Getting around Vestfold

Torp, by Sandefjord, is the airport. It is not Oslo and it is not Tønsberg centre. Trains on the Vestfold line link Oslo S to Tønsberg, Sandefjord and Larvik. Horten is a bus or road problem off that line. Bastøy is reached from Horten’s side of the county, only if the establishment says that is the visit. Use Kriminalomsorgen’s directions. A pin on Tønsberg’s waterfront is the wrong kind of pier.

Summer fjord traffic and winter stops on the E18 both shrink the gap between Torp and a slot. A same-day Oslo meeting and a Vestfold island visit is a hopeful diary. Stay in the right town, Horten’s side if the island is the gate, and add identification time plus a missed-boat plan. If the person is not in Vestfold, do not use Torp out of habit. Gardermoen or the establishment’s own county may be the honest route.

Questions families actually ask

Is Bastøy a high-security prison?
No. Bastøy fengsel is a low-security island prison in Vestfold. High-security placement is a different establishment, often elsewhere. Go only where the letter sends you, and do not treat journalism about the island as a visiting pass.
Is Torp airport in Oslo?
Torp is at Sandefjord, in Vestfold. It is a common international field and still not Gardermoen and not Oslo county. From Torp you still need the establishment’s town, which may not be Vestfold at all.
Is Vestfold the same county as Telemark?
Not since 2024. They were briefly joined and are separate fylker again. Tønsberg and Skien are different centres. Check which one your hearing and your prison actually use.
