Cluj: custody, visits, and how placement works

Cluj County is Cluj-Napoca, Transylvania’s largest city, and Gherla, the penitentiary town on the Someș that families must not merge with the university square. Official visits are arranged with ANP, not with the town hall in Cluj-Napoca, and anp.gov.ro does not publish a roster.

Cluj: how this area actually works

The Someș valley, a growing city, and the Apuseni to the west. Gherla is north, a short drive and a different world. Sălaj, Maramureș, Bistrița-Năsăud, Mureș, Alba, and Bihor. Cluj is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Cluj.

The university, tech, and a city that has outgrown its maps. Gherla is smaller and penologically louder. English is easy in Cluj-Napoca. The penitentiary’s rules are still ANP’s. Put Gherla in the plan for a concrete reason — the penitentiary town north of the city.

Cluj-Napoca matters here because it is the county city and court centre. Put Turda in the plan for a concrete reason — the salt-town south of Cluj. The administrative centre is Cluj-Napoca. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.

Finding someone held in Cluj

Cluj courts are among the country’s busiest. The courthouse is not Gherla. Gherla’s penitentiary is the national name associated with this county. Cluj-Napoca is the court city. If the papers say Gherla, do not stop at the centre of Cluj. There is no public roster you can query on anp.gov.ro. Placement is an administrative fact, released to the people entitled to it, not a webpage.

A first arrest in Cluj can be followed by a transfer to another county if security category, sentence length, medical needs, or simple capacity require it. ANP assigns penitentiaries nationally. Rahova is in Bucharest; Jilava is in Ilfov. A județ of arrest is the paperwork, not a promise of the cell. Dej matters here because it is a Someș town further north.

Keep the case number, the court, and any reference the lawyer used. When you contact the National Prison Administration (ANP), those details do more work than a date of birth alone. Letters from the institution, even short ones, usually name the facility more reliably than a relative’s memory of the police station.

Visits and family practicalities

Vizite are arranged with the named penitenciar under ANP rules. Approval and a matching identity document come before the journey. The desk compares your document to the approved list letter by letter. If your booking name and your passport diverge — a missing middle name, a transliteration — fix it before you travel to Cluj-Napoca. Rules on property, cash, clothing, and how many people may attend are set for each institution and change; copy them from the current official page rather than from a forum post about last year.

Booking a Cluj old-town hotel and walking toward the university because the county is called Cluj. If you are travelling from abroad, assume the visit is not a same-day add-on to a flight. Approval, the journey from Cluj-Napoca, and the time spent at the gate rarely fit between a morning landing and an evening departure. Put Huedin in the plan for a concrete reason — a town on the road toward the Apuseni.

Getting around Cluj

The motorway from the west and the road north to Gherla. The city itself is the jam. Cluj-Napoca is a hub. Gherla is a stop on the northern line, then a local transfer. Cluj Airport is the right international door for this county, then the correct town.

City traffic and valley fog. The distance to Gherla is the fact people under-read. Save the gate address in Romanian as well as English, and carry a paper copy. Rural approaches to institutions are often poorly labelled for visitors who only followed a motorway sign into Cluj-Napoca.

Questions families actually ask

Can I assume the courthouse in Cluj-Napoca is the place to visit?
No. Gherla’s penitentiary is the national name associated with this county. Cluj-Napoca is the court city. If the papers say Gherla, do not stop at the centre of Cluj. Confirm the institution with the National Prison Administration (ANP) before you travel.
Is there a public inmate list for Cluj?
the National Prison Administration (ANP) does not offer a public name search for Cluj or for Romania as a whole. Use the official contact route on anp.gov.ro, a lawyer, or the court papers you already hold.
What should I book first, the flight or the visit?
Same-day visits are a common failure, especially if you land and still need to reach a gate outside Cluj-Napoca. Get approval first, then fix the journey.
