Constanța: how this area actually works
A port city, a lagoon coast, and the Dobrogea steppe inland. Poarta Albă sits west of the city on the canal. Tulcea, Ialomița, Călărași, and the sea. Bulgaria’s coast is further south. Constanța is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Constanța.

People heading for Constanța still need Constanța on the list: the port city and court centre. Mamaia is the resort strip, not the prison. The administrative centre is Constanța. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.
Finding someone held in Constanța
Constanța courts are major. A hearing in the city and a cell at Poarta Albă are a short, specific drive. Poarta Albă is the penitentiary name this county is known for. It is not Mamaia and not Rahova, though transfers to Bucharest happen. Name-search sites that scrape court journalism are not the National Prison Administration (ANP). They miss transfers and they invent certainty. Use the official channel.
A first arrest in Constanța can be followed by a transfer to another county if security category, sentence length, medical needs, or simple capacity require it. ANP assigns penitentiaries nationally. Rahova is in Bucharest; Jilava is in Ilfov. A județ of arrest is the paperwork, not a promise of the cell. People heading for Constanța still need Medgidia on the list: the inland Dobrogea town.
Keep the case number, the court, and any reference the lawyer used. When you contact the National Prison Administration (ANP), those details do more work than a date of birth alone. Letters from the institution, even short ones, usually name the facility more reliably than a relative’s memory of the police station.
Visits and family practicalities

Getting around Constanța
The A2 from Bucharest ends at Constanța. Poarta Albă is off the western approach, easy to pass. Constanța is the end of the Bucharest line. The prison is not the station. Mihail Kogălniceanu Airport serves the county. It is west of the city, nearer the prison geography than the beach is, and still not the gate.
