Giurgiu: how this area actually works
The Danube terrace and the plain. The bridge is the landmark. Ilfov, Teleorman, and Bulgaria. Giurgiu is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Giurgiu.
The crossing, agriculture, and a small city. Trucks are the population. Bulgarian Ruse is visible and is GDIN’s country, not yours, if the case is Romanian. People heading for Giurgiu still need Giurgiu on the list: the Danube bridge town.
Bolintin-Vale is a town on the Bucharest road. People heading for Giurgiu still need Mihăilești on the list: a town closer to the capital, still this county. The administrative centre is Giurgiu. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.
Finding someone held in Giurgiu
Giurgiu courts serve the county. Bucharest is an hour north and a different jurisdiction. Confirm ANP. The famous prison on this road is Jilava, which you pass in Ilfov before you reach Giurgiu. Do not stop at the wrong one, and do not cross the bridge. If a website offers a “full inmate list” for this area, it is not the prison service. Romania does not run custody like a US county jail blotter.
A first arrest in Giurgiu can be followed by a transfer to another county if security category, sentence length, medical needs, or simple capacity require it. ANP assigns penitentiaries nationally. Rahova is in Bucharest; Jilava is in Ilfov. A județ of arrest is the paperwork, not a promise of the cell. Jilava is the penitentiary town you pass earlier, in Ilfov, not here.
Keep the case number, the court, and any reference the lawyer used. When you contact the National Prison Administration (ANP), those details do more work than a date of birth alone. Letters from the institution, even short ones, usually name the facility more reliably than a relative’s memory of the police station.
Visits and family practicalities
Vizite are arranged with the named penitenciar under ANP rules. Approval and a matching identity document come before the journey. The desk compares your document to the approved list letter by letter. If your booking name and your passport diverge — a missing middle name, a transliteration — fix it before you travel to Giurgiu. Rules on property, cash, clothing, and how many people may attend are set for each institution and change; copy them from the current official page rather than from a forum post about last year.
Stopping at Jilava when the papers say Giurgiu, or crossing to Ruse. If you are travelling from abroad, assume the visit is not a same-day add-on to a flight. Approval, the journey from Giurgiu, and the time spent at the gate rarely fit between a morning landing and an evening departure. People heading for Giurgiu still need Ruse on the list: the Bulgarian city across the bridge.
Getting around Giurgiu
The DN5 and the motorway from Bucharest. Jilava comes first. Read the sign. The Bucharest line continues toward the bridge. Freight dominates. Bucharest Henri Coandă Airport is the usual international door, then a road or rail connection that depends on the institution.
Bridge queues and plain heat. The short distance from Bucharest is the trap. Save the gate address in Romanian as well as English, and carry a paper copy. Rural approaches to institutions are often poorly labelled for visitors who only followed a motorway sign into Giurgiu. Bulgaria is across the bridge. Ruse is GDIN, not ANP.
