Tulcea: custody, visits, and how placement works

Tulcea County is the Danube delta, a river town, and a Ukrainian border along the northern arm. The delta is a biosphere reserve. It is not a prison, and the boats are not a search method. Official visits are arranged with ANP, not with the town hall in Tulcea, and anp.gov.ro does not publish a roster.

Finding someone held in Tulcea

Tulcea courts serve the delta county. Constanța is the big coastal neighbour. Confirm the penitenciar. Poarta Albă, in Constanța County, is the famous Dobrogea name and may be the actual gate — or not. The delta will not be. There is no public roster you can query on anp.gov.ro. Placement is an administrative fact, released to the people entitled to it, not a webpage.

A first arrest in Tulcea can be followed by a transfer to another county if security category, sentence length, medical needs, or simple capacity require it. ANP assigns penitentiaries nationally. Rules on property, cash, clothing, and how many people may attend are set for each institution and change; copy them from the current official page rather than from a forum post about last year.

Booking a delta lodge and hoping the visit is reachable by boat. If you are travelling from abroad, assume the visit is not a same-day add-on to a flight.
