Vrancea: how this area actually works
A plain town, then wine hills, then the mountains where the quakes are named. The county rises fast. Buzău, Covasna, Bacău, Vaslui, and Galați. Vrancea is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Vrancea.
Wine, the town, and a crossroads. The mountains are sparsely lived in. Wine tourism is not a visiting plan. Seismic folklore is not either. People heading for Focșani still need Focșani on the list: the county town.
Adjud is the northern town toward Bacău. People heading for Focșani still need Mărășești on the list: the historic town south of Focșani. The administrative centre is Focșani. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.
Finding someone held in Vrancea
Focșani courts serve the county. Buzău and Bacău are the neighbours. Confirm the penitenciar. A local gate and a transfer toward Bacău or Bucharest are both plausible. The wine road is not a locator. If a website offers a “full inmate list” for this area, it is not the prison service. Romania does not run custody like a US county jail blotter.
A first arrest in Vrancea can be followed by a transfer to another county if security category, sentence length, medical needs, or simple capacity require it. ANP assigns penitentiaries nationally.
