Finnish prisons: Rikosseuraamuslaitos guides and family visits

RISE runs closed and open prisons plus a Helsinki remand unit that is easy to confuse with Vantaa. Finnish pages are clear on visiting if you know which vankila you need. Names stay inside the agency. Finland’s 19 regions (maakunnat / landskap) are the map.

Closed, open, and the Helsinki remand mix

Helsinki prison, Vantaa, Hämeenlinna (women) and Kerava each have different access. Open prisons (avo) are not weekend hotels; you still need permission. Winter travel time is part of the plan, not an afterthought.

How Finland is carved up on this site

Finland (Suomi) is a separate country folder — not a tab on a mixed European roster, and not a US state code. The analogue of a US state here is the first-level unit: Regions (maakunnat). Finland’s 19 regions (maakunnat / landskap) are the map. Uusimaa (Helsinki/Vantaa) is not Pirkanmaa or North Ostrobothnia. Åland is its own story and not a Helsinki suburb. Swedish-speaking coastal regions still use RISE, not a Swedish Kriminalvården form. Open a region page when you already know the slice of Finland; stay on this hub when you need the national rules, the official locator, and the list of those units.

RISE runs closed and open vankilat plus Helsinki-area remand that is easy to confuse with Vantaa. Hämeenlinna (women) and Kerava are different access. Open (avo) prisons are not weekend hotels. Facility articles under /finland/ are building guides (address, operator, how a visit is booked). They are not who-is-inside tables. If a region has few prison guides, that is coverage on this site, not an empty prison system. Confusing Helsinki prison with Vantaa, or bringing an Estonian Vanglateenistus plan to a Finnish gate.

Finding someone held in Finland

Finland does not publish a Google-style inmate spreadsheet. Rikosseuraamuslaitos (RISE) is the named official route (www.rikosseuraamus.fi/). RISE official contact. Names stay inside the agency. A Helsinki court does not pin someone at Helsinki prison. Finland does not publish prisoner lists. Confirm visits with RISE or the vankila.

A US reader used to sheriff websites will type “Finland inmate search” and find nothing of the kind. That is the law. Court lists, Facebook groups and paid “worldwide jail” products are not Rikosseuraamuslaitos (RISE). If the person was remanded overnight, reception can lag; if they were transferred out of the region you had in mind, the old desk is the wrong door. Use the region pages below to stop treating Helsinki as a synonym for the whole country.

Visits, money and staying in touch

Visiting in Finland is not a US-style walk-up. Permission for that vankila. ID. Winter daylight and ice are planning facts. Money follows RISE instructions. Where a facility guide on this site quotes hours, they were taken from that establishment’s official page — re-check the day before you travel. This country hub will not invent a national timetable.

Dress codes, dog searches and what you may carry are house rules. Money and remote contact, where they exist, go through the official national channel — not a personal transfer to a cellmate. HEL airport is Uusimaa. Tampere, Oulu and Turku airports serve other regions. Russian-border geography is not a visiting route. Tallinn ferries do not create an Estonian prison booking.

Travel, borders and the wrong-gate problem

HEL airport is Uusimaa. Tampere, Oulu and Turku airports serve other regions. Russian-border geography is not a visiting route. Tallinn ferries do not create an Estonian prison booking. Print the gate address from the official prison page, not from a maps pin that only names Helsinki or “Finnish prison”. Neighbouring countries on this site have their own URLs; a cheaper flight into the next capital is not a visiting permit.

Confusing Helsinki prison with Vantaa, or bringing an Estonian Vanglateenistus plan to a Finnish gate. If you only know a town name, match it to a region first, then to a facility guide. Confusing one region of Finland with another is the most common way to book the wrong visit.

Regions (maakunnat) of Finland — each on its own URL

Finland is not mixed with the United States or with other European countries. Below is this country’s own first-level map (Regions (maakunnat)). Open a unit for a longer article on how custody, visits and travel actually work there. US readers looking for a county inmate spreadsheet will not find one: Finland does not publish that, and neither do we.

Regions (maakunnat)

19 pages, written so Finland does not collapse into a single mixed list. This is the analogue of opening a US state after you choose the United States.

region · MariehamnÅlandAhvenanmaaÅland is Finland’s autonomous archipelago, seated in Mariehamn, with Swedish as the official language and its own police. It is not a Swedish county and not Southwest Finland, even though ferries tie it to both Turku and Stockholm. There is no public inmate list. The practical custody fact families miss is that Åland does not keep a full prison system for sentences. People who must be held for longer are placed in mainland Finnish prisons under RISE. A week in Mariehamn without checking is the usual mistake.Open this area →region · JyväskyläCentral FinlandKeski-SuomiCentral Finland is seated in Jyväskylä, between the lakes, with Äänekoski, Jämsä and the smaller towns on roads that look central and drive long. The name makes foreigners think it is a small neutral zone where every prisoner can be visited on the way to somewhere else. It is a region with its own courts and its own distances. RISE does not publish names. A Jyväskylä case may be held here or moved after classification. A hotel “in the middle of Finland” is not a strategy.Open this area →region · KokkolaCentral OstrobothniaKeski-PohjanmaaCentral Ostrobothnia is the small coastal region seated in Kokkola, bilingual, between Vaasa’s Ostrobothnia and Oulu’s North Ostrobothnia. Its Finnish name is Keski-Pohjanmaa. Families skip it by folding the coast into Vaasa or into Oulu. RISE does not skip it when the letter names it, and RISE does not publish a list of who is here. A Kokkola case is not automatically a Vaasa hearing’s prisoner, and a Vaasa appeal is not automatically a Kokkola gate.Open this area →region · KajaaniKainuuKainuuKainuu is the inland region seated in Kajaani, between Oulu’s region and the eastern forests, with Kuhmo and Suomussalmi on long roads. It is not North Ostrobothnia and not North Karelia. RISE does not publish names. Families route through Oulu and treat Kajaani as a short extra. In winter it is not short. A local arrest can also end with a prisoner held far south, which makes the inland journey the wrong one entirely.Open this area →region · HämeenlinnaKanta-HämeKanta-HämeKanta-Häme sits on the Helsinki–Tampere rail, seated in Hämeenlinna, with Riihimäki and Forssa as the other towns families must not merge. Two national establishments live here. Hämeenlinnan naisvankila is Finland’s closed prison for women. Riihimäen vankila is a major closed men’s prison. RISE runs both and publishes no names. A woman is not at Riihimäki because the region is the same. A man is not at the women’s prison because Hämeenlinna was easier to pronounce.Open this area →region · KotkaKymenlaaksoKymenlaaksoKymenlaakso runs from the port of Kotka inland to Kouvola, the rail town, with Hamina on the coast. The region sits east of Päijät-Häme and toward the border country. RISE holds prisoners and does not publish names. Kotka and Kouvola are not one visit. A port arrest is not a life sentence at the harbour, and a border rumour is not a placement. Finnish custody stays inside Finnish official channels.Open this area →region · RovaniemiLaplandLappiLapland is Finland’s northern region, seated in Rovaniemi, reaching Kemi and Tornio on the coast, Sodankylä inland, and the Sami municipalities further north. The court of appeal for a wide north sits in Rovaniemi, so the town fills with hearings for people who are not held here. RISE does not publish names. A Christmas-tourism booking is not a visit. A Tornio arrest is not a Rovaniemi gate. Many sentences are served far south, and you must confirm that before you fly into the Arctic.Open this area →region · JoensuuNorth KareliaPohjois-KarjalaNorth Karelia is seated in Joensuu, with Lieksa, Kitee and the eastern forests toward the border. It is not South Karelia and not North Savo, though Kuopio’s appeal court may be why someone mentioned the east. RISE does not publish names. A Joensuu arrest can become a southern prison placement. A border-town habit of asking the neighbouring country’s police will not locate a Finnish prisoner.Open this area →region · OuluNorth OstrobothniaPohjois-PohjanmaaNorth Ostrobothnia is seated in Oulu, a city that feels like a northern capital, and it runs inland through a huge area toward Kainuu and south along the coast toward Kokkola. It is not Lapland and not Central Ostrobothnia. RISE does not publish names. Families land in Oulu and assume every northern prisoner is in town. Many are not. A sentence can be served far south, and an inland municipality is not an Oulu suburb.Open this area →region · KuopioNorth SavoPohjois-SavoNorth Savo is seated in Kuopio, on the lake, with Iisalmi, Varkaus and the inland towns around a region families confuse with South Savo. Kuopio also hosts the Eastern Finland Court of Appeal, so hearings draw people whose relatives are not in this region at all. RISE publishes no names. A Kuopio appeal and a Kuopio prison are two buildings until the papers say otherwise. Mikkeli is the other Savo and the wrong default.Open this area →region · VaasaOstrobothniaPohjanmaaOstrobothnia is the coastal region seated in Vaasa, bilingual in Finnish and Swedish, with Jakobstad, Kristinestad and the shoreline north and south. Its Swedish name is Österbotten. It is not South Ostrobothnia and not Central Ostrobothnia. Vaasa Court of Appeal sits here and hears a wide western and northern docket, which fills the city with people whose relatives are imprisoned somewhere else. RISE publishes no names. A hearing in Vaasa is not a prison address.Open this area →region · LahtiPäijät-HämePäijät-HämePäijät-Häme is seated in Lahti, on the railway east of the main Hämeenlinna line, with Heinola and the Lake Päijänne shore. The name Häme makes families merge it with Kanta-Häme. They are different regions. Hämeenlinna’s women’s prison and Riihimäki’s men’s prison are not in Lahti. RISE does not publish names. A Lahti case is not a Riihimäki visit unless the letter says so, and a Riihimäki case is not a reason to book Lahti because the word Häme appeared in a translation.Open this area →region · TamperePirkanmaaPirkanmaaPirkanmaa is seated in Tampere, the inland city between two lakes, with Nokia, Ylöjärvi, Valkeakoski and the smaller towns around an urban core that feels national. It is not Kanta-Häme, though the Helsinki train passes Riihimäki and Hämeenlinna before it reaches Tampere. RISE holds people and does not publish names. A Tampere prosecution can still end in Riihimäki, Vantaa or somewhere else once classification is done. The lakes are not a boundary the prison service respects.Open this area →region · PoriSatakuntaSatakuntaSatakunta sits on the west coast north of Turku’s region, seated in Pori, with Rauma, Ulvila and the inland towns toward Tampere’s influence. It is not Southwest Finland and not Pirkanmaa, though families drive across all three in one confused day. RISE holds prisoners and does not publish names. A Pori case can be served outside the region. A Rauma address is not a Pori suburb when a visit slot is involved.Open this area →region · LappeenrantaSouth KareliaEtelä-KarjalaSouth Karelia is seated in Lappeenranta, with Imatra and the lake border country toward the east. It is not North Karelia, whose centre is Joensuu, much further north. Families merge the Karelias. RISE does not. There is no public name list. A Lappeenranta case can be held locally on remand and served far away after classification. Imatra is not a district of Lappeenranta when the slot is short.Open this area →region · SeinäjokiSouth OstrobothniaEtelä-PohjanmaaSouth Ostrobothnia is seated in Seinäjoki, a rail town on the flat west, with Lapua, Kauhava and the rural municipalities around it. Three Ostrobothnias exist: this one, Ostrobothnia seated in Vaasa, and Central Ostrobothnia seated in Kokkola. Families merge them. RISE does not. There is no public name list. A Seinäjoki case is not a Vaasa visit unless the letter says so. The Swedish-speaking coast and this Finnish-speaking inland are different regions.Open this area →region · MikkeliSouth SavoEtelä-SavoSouth Savo is lake country, seated in Mikkeli, with Savonlinna, Pieksämäki and the cottage shores that look near on a map and are not. It is not North Savo, whose centre is Kuopio. RISE holds people without a public list. A summer itinerary built around a castle in Savonlinna will not find a prisoner who is in Mikkeli, and it will not find one who has been moved to another region. Confirm the establishment before you trust the water.Open this area →region · TurkuSouthwest FinlandVarsinais-SuomiSouthwest Finland, Varsinais-Suomi, is seated in Turku, with Raisio, Naantali, Salo, Uusikaupunki and the archipelago municipalities stretching into the Baltic. Ferries to Stockholm leave from Turku and make Swedish relatives feel the prison must be a harbour shuttle. It is not. RISE runs custody and publishes no names. A Turku case can move to Uusimaa or to Kanta-Häme, and an archipelago address is not a vankila unless the letter says so.Open this area →region · HelsinkiUusimaaUusimaaUusimaa is Finland’s capital region, seated in Helsinki, wrapping Espoo, Vantaa, the eastern towns toward Porvoo and the northern fringe toward Tuusula. Rikosseuraamuslaitos, RISE, runs prisons. The region does not. There is no public name list. Two gates dominate family mistakes: Helsingin vankila and Vantaan vankila. They are different establishments. Landing at Helsinki Airport, which is in Vantaa, does not put you at either door, and it certainly does not put you at the women’s prison in Hämeenlinna.Open this area →

Prison guides in Finland

Each page is written for that establishment — address, how families actually locate someone, and how visits work — not a copied country intro.

Questions families actually ask

Is there a Finnish inmate roster online?
No. Use RISE official contact routes.
Does CurrentPrisonList list who is in jail in Finland today?
No. Finland pages are geographic and procedural guides. Finland does not publish prisoner lists. Confirm visits with RISE or the vankila.
Why does Finland have Regions (maakunnat) instead of one mixed list?
Finland’s 19 regions (maakunnat / landskap) are the map. Uusimaa (Helsinki/Vantaa) is not Pirkanmaa or North Ostrobothnia. Åland is its own story and not a Helsinki suburb. Swedish-speaking coastal regions still use RISE, not a Swedish Kriminalvården form. Mixing those units would be the same mistake as putting Ohio inmates under California.
How do I visit a prison in Finland?
Identify the establishment through Rikosseuraamuslaitos (RISE) or the lawyer, get on the visitor list, and book that house. Permission for that vankila. ID. Winter daylight and ice are planning facts. Money follows RISE instructions. Plan travel via Helsinki only if the letter actually names a house there — the region pages exist because it often does not.
