Prison towns still need a last taxi. Budapest Airport is inside this orbit, on the south-east edge. Landing there settles nothing about which intézet you need.
Rush hour is the season that matters. A mid-morning slot can be unreachable from an airport hotel if you start late. Save the gate address in Hungarian as well as English, and carry a paper copy.
