Veszprém County: how this area actually works
Bakony forest and limestone, the Balaton basalt hills at Tihany and Badacsony, and the Marcal plain to the west. Veszprém vármegye is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Veszprém County.

That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.

The northern Balaton line is scenic and not fast. Veszprém’s own rail link is secondary. Budapest, then a summer road that will be slower than the planner said.
From June to August the north shore is the delay. Outside those months, Bakony fog and ordinary hills are the issue. Save the gate address in Hungarian as well as English, and carry a paper copy. Rural approaches to institutions are often poorly labelled for visitors who only followed a motorway sign into Veszprém.
