Flemish Brabant: how this area actually works
Leuven is the capital, the university, and the court town. Vilvoorde, Halle, Tienen, Diest, and Aarschot are the other centres, pressed against the Brussels-Capital region on the map. That border is the whole problem. A person arrested in Zaventem’s orbit or in Vilvoorde may be heading for a Brussels prison or for a Flemish one. Leuven’s establishments, including the central prison associated with the city, are SPF Justice houses with their own authorisation. They are not the Haren campus and not Saint-Gilles. Families who book a hotel in Leuven because the province is Flemish Brabant can still be expected at a gate inside Brussels the same afternoon. Read the commune.
The province is split by the capital the way a ring road splits a commute. Halle-Vilvoorde and Leuven are different judicial conversations. Police cells in Tienen do not become a Leuven visit by optimism. justice.belgium.be confirms nothing by surname. The provincial council will not either. Dutch is the language of a Flemish prison. A Brussels file may be in French even when the family lives in Grimbergen. Ask the lawyer which establishment and which language are current before you tell relatives to use Leuven station. The university hospitals and the beguinage are not landmarks for a gate.
Permission, identification, and punctuality apply at whatever house is named. Overcrowding in the Brussels prisons sometimes pushes transfers outward, and the reverse also happens. A Leuven authorisation dies when the person moves to Haren. Women and young people may be in another establishment entirely. This page is the province. Finding someone held in Flemish Brabant

Haren and Saint-Gilles are Brussels. A Leuven prison is Flemish. The train between them is twenty minutes and the administrations are not the same desk.
Visits and family practicalities
Follow justice.belgium.be for the named house. Do not carry a Brussels permission to Leuven or the reverse. This guide prints no timetable.
Bring the identification requested. University-town crowds are not the visiting queue. If your slot is for a morning the establishment later cancels, only that establishment can rebook it.
Getting around Flemish Brabant
Leuven station is on the main line from Brussels toward Liège. Vilvoorde and Halle sit on different corridors around the capital. Buses and local trains cover Diest, Tienen, and Aarschot. Brussels Airport is nearby and still not a prison entrance.
Drivers use the ring and the E40. A hotel in the Brussels centre is the wrong base for a Leuven gate, and a Leuven hotel is wrong for Saint-Gilles. Read the postcode. Market day and a match day at the university both slow the last kilometre. Tienen, Diest, and Landen are poor guesses unless the letter prints them. Zaventem’s terminals are not a visiting room. Leave a spare half hour on the ring, then another if you still have to cross into Brussels for a different gate. Halle and Tervuren are not Leuven. Aarschot is not Vilvoorde either, so trust the commune printed on the papers today, before the ring fills.
