Hainaut: how this area actually works
Mons is the provincial capital. Charleroi, La Louvière, Tournai, Mouscron, and Binche fill a province pressed against France. They are federal SPF houses, French-speaking in daily administration, and not the Bruges or Ghent prisons a few kilometres north in West Flanders or East Flanders.
