West Flanders: how this area actually works
Bruges is the provincial capital and the prison town in the public mind. Ostend, Kortrijk, Roeselare, Ypres, and the coast from De Panne to Knokke are the rest of a long province. The prison in Bruges is one of the larger Flemish establishments under SPF Justice. It is not a tourist site, even though the city around it sells tours. Use the address on official papers. Kortrijk and Ypres have their own courts and can send people to Bruges or to another house. A night in police custody in Ostend ends when the penitentiary placement begins. That placement might not be on the coast at all.
French relatives crossing at Risquons-Tout or coming from Lille are in a Belgian process if the prison is Belgian, with Dutch as the usual language of a West Flemish establishment. justice.belgium.be will not look up a name. The provincial website will not either. Ferry passengers at Zeebrugge sometimes assume the port and the prison share a fence. They do not. Ask the lawyer which establishment is current before anyone leaves a Dunkirk hotel. Poperinge and Diksmuide keep their own buses. Transfers to Ghent, Antwerp, or Leuven are ordinary. A Bruges authorisation does not follow the person.

Ask SPF Justice or counsel. West Flanders is the province. It is not a list of people in Bruges or Ostend. Quote the establishment if the family has already received it.
Separate the prison from the tourist city and from Zeebrugge port. French border towns do not make this a French prison. The letterhead is Belgian or it is not.
Visits and family practicalities
Use the official guidance on justice.belgium.be for the named prison. Authorisation is specific to that house. This guide has no timetable to memorize.
Bring identification. A lawyer’s visit is not a family visit. If overcrowding cancels the day, rebook only through the establishment. Coastal hotel staff cannot add you to a list.
Getting around West Flanders
Brugge station is a major stop on the line from Brussels to the coast. Ostend is the end of that line. Kortrijk connects toward Lille and Ghent. Ypres and Roeselare need a local train or bus. The prison approach is the one in the official directions, not the Markt.
Drivers use the E40 and the E17. Channel ferries and Zeebrugge change arrival times. A market day in Bruges fills the centre. Stay where you can reach the gate, and leave margin. If the letter names another province, the coastal booking is the wrong night. De Panne, Nieuwpoort, and Knokke are holiday towns. None of them becomes the establishment because a ferry docked nearby. Read the municipality twice before you pay for a coastal room tonight or the market fills the centre.
