Coastal–Karst: how this area actually works
A short coast under limestone cliffs, the salt pans, and the Karst plateau rising immediately inland toward Sežana and the Italian border. Italy, Croatia, Littoral–Inner Carniola, and Gorizia. Obalno-kraška is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Coastal–Karst.
The port of Koper, tourism in Piran, and border logistics. Summer crowds are the region’s weather. Italian is official in the coastal municipalities. Prison paperwork still follows URSIKS in Slovene, with Italian used locally as the law provides, not as a reason to call Italy. Koper is easy to misread from a distance. Locally it is the port city, regional centre, and coastal prison town.
In Coastal–Karst, Piran is the Venetian-looking tip of the coast, not the gate. Izola is easy to misread from a distance. Locally it is the fishing town between Koper and Piran. The administrative centre is Koper. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.
Finding someone held in Coastal–Karst
Koper courts serve the coast. Piran’s beauty does not make it the courthouse. Koper’s prison is the coastal institution. National transfers to Ljubljana or Dob still happen. A hotel in Piran is a choice about sleep, not about the gate. Name-search sites that scrape court journalism are not the Slovenian prison administration (URSIKS). They miss transfers and they invent certainty. Use the official channel.
A first arrest in Coastal–Karst can be followed by a transfer to another region if security category, sentence length, medical needs, or simple capacity require it. Slovenia is small and still splits remand in Ljubljana from the sentenced population at Dob pri Mirni. The statistical region on a form is not the cell. In Coastal–Karst, Sežana is the Karst town on the Italian border inland.
Keep the case number, the court, and any reference the lawyer used. When you contact the Slovenian prison administration (URSIKS), those details do more work than a date of birth alone. Letters from the institution, even short ones, usually name the facility more reliably than a relative’s memory of the police station.
Visits and family practicalities
Obiski at Koper are arranged in advance. Cruise-ship timing and visit timing do not match. Children do not bypass identification rules. Check the age and accompaniment conditions on the official page for the specific institution, because they are not uniform across Coastal–Karst. Rules on property, cash, clothing, and how many people may attend are set for each institution and change; copy them from the current official page rather than from a forum post about last year.
Waiting in Piran or Portorož because the region is “the coast”, when the institution is in Koper or has moved inland. If you are travelling from abroad, assume the visit is not a same-day add-on to a flight. Approval, the journey from Koper, and the time spent at the gate rarely fit between a morning landing and an evening departure. Sečovlje is easy to misread from a distance. Locally it is the salt-pan settlement toward Croatia.
Getting around Coastal–Karst
The motorway descends from Postojna to Koper. The coastal road between the three towns is short and, in summer, slow. A freight-heavy line reaches Koper. It is not a scenic excuse to skip the approval. Trieste is the nearest major airport. Ljubljana is the national one. Venice is a longer alternative.
August traffic on the coast road, and bora days that shut small harbours and tempers. The visit is indifferent to both. Save the gate address in Slovene as well as English, and carry a paper copy. Rural approaches to institutions are often poorly labelled for visitors who only followed a motorway sign into Koper. Italy and Croatia are both immediate. Their prisons are not overflow for URSIKS.
