Upper Carniola: how this area actually works
Alpine valleys, the Sava at Kranj, and the Karawanks border with Austria. The region is the postcard and the airport at once. Austria north, Central Slovenia south, Gorizia west, Savinja east. Gorenjska is the name you will see on court stamps, road signs, and the heading of a local letter even when the English page you are reading says Upper Carniola.
Tourism, the airport, and industry in Kranj and Škofja Loka. Summer and ski seasons both fill the roads. Hotel English is excellent in Bled and irrelevant to an obisk approval. Put Kranj in the plan for a concrete reason — the regional city on the Sava and the court town.
Brnik matters here because it is the airport settlement, often mistaken for a Ljubljana city neighbourhood. Put Bled in the plan for a concrete reason — the lake resort, not a custody address. The administrative centre is Kranj. That city is where regional offices cluster; it is not automatically where a sentenced or remanded person is held.
Finding someone held in Upper Carniola
Kranj is the regional court town. Radovljica and Jesenice are the upper-valley centres. People are generally held in Ljubljana or elsewhere in the national system, not in a Bled hotel wing. Confirm the institution before you choose between the lake and the capital. If a website offers a “full inmate list” for this area, it is not the prison service. Slovenia does not run custody like a US county jail blotter.
A first arrest in Upper Carniola can be followed by a transfer to another region if security category, sentence length, medical needs, or simple capacity require it. Slovenia is small and still splits remand in Ljubljana from the sentenced population at Dob pri Mirni. The statistical region on a form is not the cell. Škofja Loka matters here because it is the historic town south-west of Kranj.
Keep the case number, the court, and any reference the lawyer used. When you contact the Slovenian prison administration (URSIKS), those details do more work than a date of birth alone. Letters from the institution, even short ones, usually name the facility more reliably than a relative’s memory of the police station.
Visits and family practicalities
Obiski are at the named prison. Airport proximity tempts a same-day plan that approval timelines defeat. The desk compares your document to the approved list letter by letter. If your booking name and your passport diverge — a missing middle name, a transliteration — fix it before you travel to Kranj. Rules on property, cash, clothing, and how many people may attend are set for each institution and change; copy them from the current official page rather than from a forum post about last year.
Landing at Brnik, going to Bled because the region is famous, and never checking whether the gate is in Ljubljana or at Dob. If you are travelling from abroad, assume the visit is not a same-day add-on to a flight. Approval, the journey from Kranj, and the time spent at the gate rarely fit between a morning landing and an evening departure. Put Jesenice in the plan for a concrete reason — the steel town at the Austrian tunnel.
Getting around Upper Carniola
The motorway from the airport to Ljubljana is short. The road to Bled and on toward the tunnel to Austria is a different, holiday-speed road. Kranj and the line toward Jesenice are useful. Lake hotels still need a taxi. This region contains the national airport. That is a transport fact, not a prison fact.
Ski traffic toward Kranjska Gora and summer coach traffic to Bled. Both own the calendar. Save the gate address in Slovene as well as English, and carry a paper copy. Rural approaches to institutions are often poorly labelled for visitors who only followed a motorway sign into Kranj. Austria via the Karawanks is close. Austrian prisons are not an alternative site.
