Hamburg: how this area actually works
JVA Hamburg-Fuhlsbüttel, in the north of the city, is the historic house people still nickname Santa Fu. The nickname is a search habit, not the address you put on a letter. Billwerder is the large newer house in the east, an S-Bahn-and-bus trip rather than a harbour walk. Hahnöfersand, on an Elbe island, is a different regime again and a different day from either city gate. The courts around the Rathaus and the Strafjustiz buildings feed this compact system. They do not feed JVA Kiel, JVA Lübeck or JVA Celle just because those towns are an hour away on a map.
Hamburg's rules are city rules. Untersuchungshaft can limit visits until the court allows them. Sentenced prisoners may move between Fuhlsbüttel, Billwerder and Hahnöfersand, or out to Schleswig-Holstein and Lower Saxony when the city cannot provide the regime. That is an administrative transfer, not a family choice. Bremen's Oslebshausen is another city-state entirely. Danish visitors from the Jutland train still need Hamburg's permission if the person is held here, not a Danish form. Kiel and Lübeck are Schleswig-Holstein, a different Land again. Do not send a Hamburg file's Auskunft request to Kiel.
This page groups prisons recorded as Hamburg. It does not list people at Fuhlsbüttel or Billwerder. A news story about the port is not a placement. Open and closed regimes do not share one Besuch pattern. Read the Freie und Hansestadt's current notice for the house named in the letter, and do not copy a Berlin or Bremen timetable onto an Elbe address. Fuhlsbüttel, Billwerder and Hahnöfersand each publish their own Besuch note. Read the one named in the letter. A harbour pin is not any of those three gates.
Finding someone held in Hamburg
Hamburg publishes no roll of people in Fuhlsbüttel, Billwerder or Hahnöfersand. Ask the city's Justizvollzug in the way it specifies. The defence lawyer at the Landgericht Hamburg usually knows which house took the van. Overnight police custody is not the JVA. Do not phone the north Hamburg gate and ask for a name. A forum post using the Santa Fu nickname is not confirmation of a wing or even of the establishment. The north Hamburg gate will not read names to a stranger.
Get the prisoner number before you send post. Fuhlsbüttel is not Billwerder, and Hahnöfersand is not either. If a later letter says Kiel, Neumünster or Celle, you have left the city-state. Start with that Land. Commercial pages offering a Germany-wide inmate lookup are not the Hamburg procedure and will not show you a lawful roster. Hahnöfersand, Billwerder and Fuhlsbüttel are three addresses inside one city-state. Get the prisoner number before you post to the wrong borough. Santa Fu is only a nickname for Fuhlsbüttel.
Visits and family practicalities
Permission is issued for one Hamburg establishment. Remand may also need the court. Fuhlsbüttel's routine is not Billwerder's and not a day on Hahnöfersand. This guide does not invent hours. Read the city page for that house before you travel.
Bring the identification requested. Phones stay outside. An approval for the north of the city will not admit you in Billwerder if the person moved. Re-check the site before you buy a Deutschlandticket day around the Hauptbahnhof or the airport.
Getting around Hamburg
Hamburg Airport and Hauptbahnhof are the entries. The U1 toward Fuhlsbüttel Nord is the usual rail line for the north house, then a last stretch that is not the airport terminal even though the word Fuhlsbüttel appears in both. Billwerder is an east-side S-Bahn plus bus. Hahnöfersand needs the Elbe crossing the official directions describe.
Parking in the north and east districts is tight. Port traffic is not a prison shuttle. Use the street address on the city page. If you arrived via Lübeck or Bremen because the fare was cheaper, you still have to finish in the right borough, not at the Landungsbrücken.
