Lower Saxony: how this area actually works
Hanover is the rail and government centre, not the only gate. JVA Celle remains the historically loaded high-security reference east of the capital, a short regional ride and then a town walk, not a Hauptbahnhof visit. Rosdorf, near Göttingen, is the large modern house in the south. Oldenburg, Meppen and the Emsland side serve the west. Braunschweig and Wolfsburg feed the east. Wilhelmshaven and the coast are a different day from the Harz foothills. Families who treat 'Niedersachsen' as a suburb of Hamburg book the wrong city-state. Wilhelmshaven is not Göttingen.
The Land's Justizvollzug is separate from Bremen's tiny estate and from Hamburg's. Agreements can move people between them, but only the letter proves it. Remand limits come from the court in Hanover, Oldenburg, Göttingen or Braunschweig. Sentenced placement follows security and space, including Celle's role versus an open unit elsewhere. Dutch relatives crossing from Groningen still need German rules if the person is held in Lower Saxony. A Dutch or Hamburg form will not open Celle. Braunschweig and Wolfsburg feed the east of the Land and still are not Hanover's gate by default.
This page groups prisons recorded as Lower Saxony. It does not list people at Celle, Rosdorf or Hanover. Police custody in a North Sea town is not the JVA. If the address changes to Oslebshausen or Fuhlsbüttel, change Land. Read the Niedersachsen notice for the named house. Do not reuse a Hamburg visit length because the metropolitan area overlaps on a commuter map. Celle, Rosdorf, Oldenburg and Meppen are four different last miles from Hanover station. Braunschweig is another, and Wilhelmshaven is the coast rather than the capital. Göttingen serves Rosdorf.
Finding someone held in Lower Saxony
Lower Saxony publishes no inmate roll. Ask this Land's prison administration. Hamburg and Bremen answer only their own houses, unless the person has been transferred and you are now asking about that transfer. The lawyer at the Landgericht in Hanover, Oldenburg or Göttingen usually knows the first placement. Do not ring Celle or Rosdorf and expect a name. A same-day arrest may still be in police cells. Celle and Rosdorf will not read a roll to a caller who rings the wall.
Use the Anstalt on the letter. Celle is not Rosdorf, and Oldenburg is not Meppen. Hanover city is not automatically either. If papers later name a Schleswig-Holstein or Saxony-Anhalt house, start again there. Commercial Germany-wide search pages are not the Land's Auskunft procedure. Oldenburg, Meppen and the Harz side are not one Hanover afternoon. Match the town on the letter. The North Sea coast is not the capital. Bremen's Oslebshausen is the other city-state. Do not mix those files. Ask Hanover's Land.
Visits and family practicalities
Permission is for one Lower Saxon establishment, and remand may need the court. Celle's process is not Rosdorf's and not an open coast unit. This guide does not invent hours for Hanover or Oldenburg. Read the Land notice on the day.
Bring the identification required. Phones stay outside. A Hanover approval will not admit you at Celle if that is not the house holding the person. Re-check before you take the RE east or a long drive to the Emsland.
Getting around Lower Saxony
Hanover Airport and Hauptbahnhof are the hub. Celle is a short regional train, then a walk or taxi to the JVA. Göttingen serves Rosdorf with a local leg. Oldenburg and Bremen's station are easy to confuse; Bremen city is the other Land. North Sea houses need the A29 or the coast rail, not a Hanover lunch hour.
Drivers on the A2 and A7 should separate autobahn time from the last mile. Harz weather and Emsland distances both break tight slots. Parking at city houses is poor. Use the official postcode. Do not finish at the Leineschloss because Hanover is the capital.
