Saarland: how this area actually works
The Land is small enough that people treat it as a suburb of Metz or of Trier. It is neither. JVA Saarbrücken covers the core of the Land's custody. Specialist, women's, youth or high-security placements often leave for Rhineland-Palatinate or further, under a justice decision the family does not book. Saarlouis, Neunkirchen and Homburg have court and hospital gravity and still are not automatic prison gates. Forbach and Metz are in France. A relative who crosses with French paperwork only will be turned around if the person is held under Saarland rules.
Untersuchungshaft limits come from the Saarbrücken court or prosecutor. Sentenced rules are the Land's Justizvollzug. They are not Grand Est rules and not Luxembourg's. A transfer to Diez, Wittlich or Zweibrücken moves the problem into Rhineland-Palatinate and a different desk. Open and closed regimes, if both are in play, do not share one Besuch pattern. Getting around Saarland
