Overijssel: how this area actually works
Zwolle is the rail crossroads and the court capital. Deventer, Kampen, and the Twente cities of Enschede, Hengelo, and Almelo give the province two personalities: river towns in the west and an industrial east facing Germany. A Penitentiaire Inrichting associated with Zwolle is one of the houses families hear about on the national DJI map, alongside Rotterdam, Vught, and Almere. It is not a municipal cell under the town hall. Confirm on dji.nl that the person is in that PI before you treat Zwolle station as the end of the journey.
Twente cases add a border mistake. Relatives in Gronau or Bad Bentheim are in Germany. The prison, if it is Dutch, follows DJI rules and a Dutch visit approval. Enschede’s court diary does not publish occupants. Police custody overnight in Almelo can precede a move to Zwolle or to a PI in another province. The IJssel and the Twente canal are geography, not a classification system. Kampen’s old town is on the river and off the prison map unless papers say otherwise. Ask the lawyer which establishment is current, because transfers along the main line are ordinary.
Bezoek is booked through the institution, usually after the detainee has requested the visitor. Overijssel’s province does not run a parallel visiting desk. Open regimes, psychiatric placement, and immigration detention are different legal doors from a standard PI. If papers name PI Vught, you are going to North Brabant. If they name PI Almere, you are crossing Flevoland. Pack for the address in the letter. A day spent between Deventer and Zwolle because both sounded nearby is how families miss the slot. Almelo and Hengelo are not interchangeable gates on the Twente line.
Finding someone held in Overijssel
Contact DJI or counsel. Overijssel groups the province. It is not a list of people in Zwolle or Enschede. Quote the PI name if the family already has mail.
Separate a police holding cell from a penitentiary institution. The second is the visit you plan. The first may already be over by the time you reach the station. Steenwijk, Raalte, and Oldenzaal are easy towns to name and poor towns to visit unless the postcode matches. Ask before you leave the A1. The postcode is the whole decision.
Visits and family practicalities
Use the bezoek page on dji.nl for the named PI. Identification and prior approval apply. This guide does not reprint hours, because staffing changes them.
Twente families travelling on to a Randstad PI need a different approval from a Zwolle visit. Do not assume one DJI account covers every house. Lawyers book through their own channel.
Getting around Overijssel
Zwolle station links north to Leeuwarden and Groningen, south toward Amersfoort and the Randstad, and east toward Enschede. That makes it a practical hub when the PI is local and a mere interchange when the PI is elsewhere.
Enschede and Hengelo have frequent trains. Münster and Osnabrück connections help German relatives, who still clear a Dutch gate with Dutch identification rules. The A1 crosses the province. Leave time if the visit address is on an industrial estate rather than at the station square. German relatives should clear the border early. A hotel in Enschede is the wrong base when the PI is in Zwolle or beyond, so read the postcode before you book the night.
