Zeeland: how this area actually works
Middelburg and Vlissingen share Walcheren. Goes is the other historic town. Terneuzen faces the Western Scheldt and the Belgian border. Zierikzee and the northern islands are tied together by the Delta Works dams. None of that engineering is a prison map. Zeeland has no giant PI brand comparable to Rotterdam or Vught. People remanded from Middelburg’s courts are placed in the national DJI estate, very often in South Holland or North Brabant, sometimes further. A family who waits in a Middelburg hotel for a local gate may be facing the wrong province entirely.
The ferry and tunnel picture matters. The Western Scheldt link toward Goes and the road into Belgium at Zelzate change journey times. Belgian prisons are a different administration under SPF Justice. A person arrested in Terneuzen and held in the Netherlands is a DJI case. A person moved under a treaty to a Belgian house is no longer a Dutch bezoek. Ask the lawyer which country holds them before you choose a language for the phone call. Police cells in Vlissingen are not the sentenced institution. Zierikzee’s harbour is a tourist landing, not a DJI entrance.
When the PI is outside Zeeland, bezoek rules are that PI’s rules on dji.nl. The province cannot issue a visiting permit. Storm closures on exposed roads are common enough that a tight slot in Rotterdam or Vught needs an earlier start than a summer timetable suggests. Identification and prior approval still apply. If papers eventually name an institution inside the province, use that address only. Tourist boards for the Delta will not know it. Goes and Terneuzen keep different court days, and a beach hotel on Walcheren does not move a visit to Breda or Rotterdam.
Finding someone held in Zeeland
Confirm the PI through DJI or counsel. Zeeland is the court region for many local cases and often not the province of the cell. There is no public name list.
Distinguish a Dutch PI from a Belgian prison across the Scheldt. The border villages make that mix-up routine. The letter’s letterhead is the correction. Hulst and Sluis sit on the Belgian border and do not create a Belgian prison by geography alone. The Delta Works are a driving route, not a list of institutions. Check the papers.
Visits and family practicalities
Book with the institution that holds the person, via dji.nl if it is Dutch. Do not expect Middelburg’s court to hand you a visiting time.
Approvals are per house. A long drive from Zeeland to Vught or Hoogvliet is normal, and lateness from a bridge queue is not repaired at the gate. This guide lists no hours.
Getting around Zeeland
Middelburg and Goes are on the rail line from Roosendaal toward Vlissingen. That line connects, slowly, toward Rotterdam and Breda. Buses cover the thinner islands and peninsula towns. Ferries and the Western Scheldt tunnel are part of ordinary local travel.
Eindhoven, Rotterdam, and Brussels airports are the realistic flights, all outside the province. Drivers use the A58. Wind and holiday traffic on the dams can double a short hop.
